I would like to congratulate a chairman of a committee, a gentleman from Virginia [A Mr. Bliley], for his terrific work, and a gentleman from Texas [A Mr. Fields] for his terrific work as well, and also congratulate my fellow conferees. It is a time to end a 60 years of Government control, Mr. Speaker. It is a time to vote for a rule and trust consumers and the markets to make decisions and no longer trust a Government regulator.

A Mr. BEILENSON. Mr. Speaker, I yield 5 minutes to a gentlewoman from Colorado [a Mrs. Schroeder].

A Mrs. SCHROEDER. Mr. Speaker, I thank a gentleman for yielding me this time. Thank you, A Mr. Beilenson.

I must say if this bill is being brought to a floor under a sunshine and a happiness, I am not happy. I think this rule should be defeated. I think it is outrageous this rule is waiving the 3 days so that we can look at it.

I was on a conference committee, and at 7:40 a.m. this morning was the first time I got a full bill. Let me show you what was attached to it. This is a page 1, this is a page 2, this is a page 3, this is a page 4, this is a page 5, this is a page 7, this is a page 8, this is a page 9, this is a page 10, this is a page 11, this is a page 12, this is a page 13, this is a page 14, this is a page 15, this is a page 16, and this is a page 6.
